One way could be that Chief Minister of Karnataka writes to IISC, Bangalore and asks them to admit Ganesan Kirtivasan to Ph.D in mathematics and also waive off CSIR-UGC NET for JRF, or UGC-NET for JRF, or GATE (all of these to be valid as of August 1, 2018), or the NBHM 2018 Screening Test; or an INSPIRE Ph.D. fellowship.
